Carlton Gibson f4a08b6ddf Refs #35059 -- Used asyncio.Event in ASGITest.test_asyncio_cancel_error to enforce specific interleaving. 
Sleep call leads to a hard to trace error in CI. Using an Event is
more deterministic, and should be less prone to environment
variations.

README.rst 

To run the test suite, first, create and activate a virtual environment. Then
install some requirements and run the tests::

    $ cd tests
    $ python -m pip install -e ..
    $ python -m pip install -r requirements/py3.txt
    $ ./runtests.py
