80aae83439 [4.2.x] Refs #33476 -- Applied Black's 2023 stable style. 
Black 23.1.0 is released which, as the first release of the year,
introduces the 2023 stable style. This incorporates most of last year's
preview style.

195e0cb170 Refs #31040 -- Used 402 HTTP status in middleware_exceptions tests. 
HTTP status code 418 - "I'm a Teaport" was added to http.HTTPStatus in
Python 3.9.0a5 [1] that caused failures in middleware_exceptions tests.

This changes HTTP status used in middleware_exceptions tests to 402,
which exists in all supported versions of Python.

7d8cdad6b7 Fixed MiddlewareNotUsedTests.test_do_not_log_when_debug_is_false().

4d973f5939 Refs #26601 -- Deprecated passing None as get_response arg to middleware classes.

6e895f9e06 Removed superfluous models.py files. 
Added comments in the three empty models.py files that are still needed.

Adjusted the test runner to add applications corresponding to test
labels to INSTALLED_APPS even when they don't have a models module.
