Tim Graham 6f42b675c7 [5.1.x] Refs #29850 -- Removed obsolete test_window_frame_raise_not_supported_error. 
This NotSupportedError was removed in 6375cee490725969b4f67b3c988ef01350c1ad6d
because it will never be reached due to the same exception raised by
Window.as_sql().

README.rst 

To run the test suite, first, create and activate a virtual environment. Then
install some requirements and run the tests::

    $ cd tests
    $ python -m pip install -e ..
    $ python -m pip install -r requirements/py3.txt
    $ ./runtests.py
