2ce4545de1 Fixed #35920 -- Observed requires_system_checks in migrate and runserver. 
Before, the full suite of system checks was run by these commands
regardless if requires_system_checks had been overridden.

fc22fdd34f Refs #35844 -- Expanded compatibility for expected error messages in command tests on Python 3.12 and 3.13. 
Updated CommandTests.test_subparser_invalid_option and CommandDBOptionChoiceTests.test_invalid_choice_db_option to use assertRaisesRegex() for compatibility with modified error messages in Python 3.12, 3.13, and 3.14+..

Black 23.1.0 is released which, as the first release of the year,
introduces the 2023 stable style. This incorporates most of last year's
