Refs #32074 -- Backported Enum.__repr__() from Python 3.10. 
Enum.__repr__() was changed in [1], we should use the same format in
Python < 3.10.

To run the test suite, first, create and activate a virtual environment. Then
install some requirements and run the tests::

    $ cd tests
    $ python -m pip install -e ..
    $ python -m pip install -r requirements/py3.txt
    $ ./runtests.py
