* Fixed a regression in ``ConditionalGetMiddleware`` causing ``If-None-Match`` checks
  to always return HTTP 200 (:ticket:`26024`).

* Fixed a regression that caused the "user-tools" items to display on the
  admin's logout page (:ticket:`26035`).
