Fixed #7539 , #13067 -- Added on_delete argument to ForeignKey to control cascade behavior. Also refactored deletion for efficiency and code clarity. Modified the delete test to clean up after itself properly, so that the proxy_model_inheritance test can run without requiring manual confirmation.

Added tests for corner case with deleting where objects are deleted in the wrong order.
