9012833af8 Fixed #17365, #17366, #18727 -- Switched to discovery test runner. 
Thanks to Preston Timmons for the bulk of the work on the patch, especially
updating Django's own test suite to comply with the requirements of the new
runner. Thanks also to Jannis Leidel and Mahdi Yusuf for earlier work on the
patch and the discovery runner.

Refs #11077, #17032, and #18670.

Tests that require USE_I18N, LOGIN_URL or certain MIDDLEWARE_CLASSES
should be decorated appropriately.

0dc7ff6b7a Ensured that we have an absolute path to RUNTESTS_DIR. 
This is needed to make 'python runtests.py' work, otherwise only
'python ./runtests.py' would work.

b41ebcf1b9 Fixed #18040 -- Removed so-called project-level locale trees from the list of paths the translation loading process takes in account. 
Deprecated in Django 1.3. Removed completely for Django 1.5.

38a2444277 Fixed #16050 -- BACKWARDS-INCOMPATIBLE CHANGE: Moved static files of the admin to conventional file system location. 
This also removes the need for ADMIN_MEDIA_PREFIX and replaces it with the convention to find admin's static files at STATIC_URL + 'admin/'.

afd040d4d3 Updated test assertions that have been deprecated by the move to unittest2. In summary, this means: 
assert_ -> assertTrue
 assertEquals -> assertEqual
 failUnless -> assertTrue
