4befb3015c Fixed #21581 -- Fixed a number of issues with collectstatic. 
When STATIC_ROOT wasn't set, collectstatic --clear would delete
every files within the current directory and its descendants.

This patch makes the following changes:

Prevent collectstatic from running if STATIC_ROOT isn't set.

Fixed an issue that prevented collectstatic from displaying the
destination directory.

Changed the warning header to notify when the command is run
in dry-run mode.

96dd48c83f Change initial migration writing to work as docs suggest. 
Application template now includes an empty migrations module, and
the autodetector will only make initial migrations for apps with
empty modules.

c0a2388a1c Fixed #18149 -- Changed language codes for Chinese 
Language codes for Chinese are zh_Hans (Simplified) and zh_Hant (Traditional).
Added support for browsers that still send the deprecated language codes.

b0ce6fe656 Fixed #20922 -- Allowed customizing the serializer used by contrib.sessions 
Added settings.SESSION_SERIALIZER which is the import path of a serializer
to use for sessions.

d228c1192e Fixed #19866 -- Added security logger and return 400 for SuspiciousOperation. 
SuspiciousOperations have been differentiated into subclasses, and
are now logged to a 'django.security.*' logger. SuspiciousOperations
that reach django.core.handlers.base.BaseHandler will now return a 400
instead of a 500.

9012833af8 Fixed #17365, #17366, #18727 -- Switched to discovery test runner. 
Thanks to Preston Timmons for the bulk of the work on the patch, especially
updating Django's own test suite to comply with the requirements of the new

23229061fc Removed LocaleMiddleware from settings template. 
It was added in 3f1c7b7053.

Single language sites should always be translated in LANGUAGE_CODE,
regardless of the browser's Accept-Language. Having LocaleMiddleware
enabled can result in having some parts, like the admin, translated
in an unexpected language, typically if someone browses a non-English
website on a system set up in English. Since most websites won't be
translated in multiple languages — especially at the time they're
created — it's better not to enable LocaleMiddleware by default.
