6dcab75d5d
Refs #26029 -- Extended docs for the StorageHandler default instance. 
Third-party packages that provide storages need to rely on the
StorageHandler API in order to allow users to use the `storages` module
instance to override defaults. Minimally documenting these methods
allows package authors to rely on them.

8d6a20b656 Fixed #35604, Refs #35326 -- Made FileSystemStorage.exists() behaviour independent from allow_overwrite. 
Partially reverts 0b33a3abc2.

Storage.exists(name) was documented to "return False if
the name is available for a new file." but return True if
the file exists. This is ambiguous in the overwrite file
case. It will now always return whether the file exists.

review.

1ff6e37de4 Fixed #23832 -- Added timezone aware Storage API. 
New Storage.get_{accessed,created,modified}_time() methods convert the
naive time from now-deprecated {accessed,created_modified}_time()
methods into aware objects in UTC if USE_TZ=True.

88e13b44ed Fixed #23827 -- TZ behavior in Storage API ref doc 
This is derived from the current behaviour of FileSystemStorage.

7e2d61a972 Fixed #21380 -- Added a way to set different permission for static directories. 
Previously when collecting static files, the directories would receive permissions
from the global umask. Now the default permission comes from FILE_UPLOAD_DIRECTORY_PERMISSIONS
and there's an option to specify the permissions by subclassing any of the
static files storage classes and setting the directory_permissions_mode parameter.
