c2fcba2ac7 Ensured gen_filenames() yields native strings. 
This also fixes a test failure on Python 2 when Django is installed in a
non-ASCII path. This problem cannot happen on Python 3.

dfa712efb8 Refactored autoreload tests. 
* Added helpers to test uncached and cached access.
* Fixed test_project_root_locale: it duplicated test_locale_paths_setting.
* Rewrote test_only_new_files: test more cases.

23620cb8e0 Accounted for error files in the autoreloader. 
* When some old files contain errors, the second call to
  gen_filenames() should return them.
* When some new files contain errors, the first call to
  gen_filenames(only_new=True) should return them.

57d2b3f2a7 Fixed bad usage of rstrip() that caused test failure. 
If the temporary file name contained a p or y as its last
characters, it would be stripped. refs #23083.

da16bb30ff Dropped AppCache._empty, _with_app and _without_app. 
It's now easier to achieve the same effect with modify_settings or
override_settings.

2397daab4a Fixed #9523 -- Restart runserver after compiling apps translations 
Django also uses locales provided by apps, which also might change. Also when
i18n is disabled, there is no need for watching translation files.
