Bas Westerbaan a5033dbc58 Refs #26033 -- Added password hasher support for Argon2 v1.3. 
The previous version of Argon2 uses encoded hashes of the form:
   $argon2d$m=8,t=1,p=1$<salt>$<data>

The new version of Argon2 adds its version into the hash:
   $argon2d$v=19$m=8,t=1,p=1$<salt>$<data>

This lets Django handle both version properly.

Akshesh 44c0ecdd92 Fixed #25364 -- Added generic way to test on all browsers supported by selenium. 
Browser names should be passed as a comma separated list to the --selenium flag.

Tim Graham e19fc9f08a Removed claim that you can use different database backends for Django's tests. 
Such as a setup isn't tested through continuous integration and therefore
isn't likely to work reliably.

Aymeric Augustin 6d1110f2f0 Updated references to the TEST_* database settings. 
They were removed in Django 1.9.

I could leave the reference to TEST_DEPENDENCIES in the 1.2.4 release
notes because the link points to the right location and the name was
accurate at the time.

Marc Tamlyn b5c1a85b50 Fixed #24118 -- Added --debug-sql option for tests. 
Added a --debug-sql option for tests and runtests.py which outputs the
SQL logger for failing tests. When combined with --verbosity=2, it also
outputs the SQL for passing tests.

wrwrwr e22c64dfc0 Fixed #23742 -- Added an option to reverse tests order. 
This is useful for debugging side effects affecting tests that
are usually executed before a given test. Full suite and pair
tests sort cases more or less deterministically, thus some test
cross-dependencies are easier to reveal by reversing the order.

Aymeric Augustin 8b5b199e20 Fixed #3214 -- Stopped parsing SQL with regex. 
Avoided introducing a new regex-based SQL splitter in the migrations
framework, before we're bound by backwards compatibility.

Adapted this change to the legacy "initial SQL data" feature, even
though it's already deprecated, in order to facilitate the transition
to migrations.

sqlparse becomes mandatory for RunSQL on some databases (all but
PostgreSQL). There's no API to provide a single statement and tell
Django not to attempt splitting. Since we have a more robust splitting
implementation, that seems like a good tradeoff. It's easier to add a
new keyword argument later if necessary than to remove one.
