Fixed #35086 -- Added support for BoundedCircle on Spatialite 5.1+.

Spatialite 5.1 added support for BoundingCircle
(GEOSMinimumBoundingCircle). GEOS 3.7 is required which is lower than
Django's currently supported minmum of 3.8.
